Model for collective action for energy efficiency measures in multi-family buildings in Bulgaria
The replacement of an old building installation (for heating space or water for domestic use) in a residential building can lead to a 30% energy consumption reduction. An installation based on renewable sources to produce thermal or electrical energy for domestic use could further cut your bills.
The following canvas represents a step-by-step guide on the implementation of a collective action project which leads to energy efficiency increases in multi-family buildings in Bulgaria. Follow the description of each step below to find more information and templates of the needed documents.
Key actions to implement this business concept
First step: Organize a general meeting of the residents of the building at which the respective project will be presented and at which a decision will be made (needed agreement of the owners of at least 67% of the ideal parts of the common space of the building). Second step: Preparation of a declaration that ensures the legitimacy of the decisions taken during the general meeting.

Third step: Notarization of the protocol of the general meeting.
Fourth step: In case of participation of an external party – a company that will undertake the construction of the installation – a contract should be signed, which regulates the relationship with it. A template of a contract should be available.

Fifth step: Preparation of a statement by the designer on the respective part (HVAC, Electricity, Water and Sewerage), which serves as approval of the construction permit, and at the same time as a project for the construction of the installation.

Sixth step: In case the project concerns an installation, which after completion must be connected to the network of the respective utility company (and in case the old installation has not been connected so far), its construction must be coordinated with the technical department of the utility company. The coordination procedure, deadlines, documents and stages are different for each company, described in the general conditions of the company approved by the EWRC. Upon connection of a new installation, the coordination ends with the issuance of a positive statement for the connection by the utility company. It defines the parameters and the connection point of the installation. On its basis, a preliminary contract for the connection with the utility company is signed. The technical statement of the installation must correspond to the connection parameters.
Seventh Step: Submission of an application for issuance of a Building Permit 6th category, to which the Protocol of the General Meeting of the condominium, the technical statement of the designer on the relevant part and the statement for joining the utility network are attached. The application for issuance of a Building Permit is filled in the form of the respective municipality.
Eight step: Coordination of the project in the respective municipality.
Ninth step: Issuing a construction permit within seven days – in addition, the condominium manager and the Regional Directorates for National Construction Control (RDNCC) receive a letter with the original construction permit.

Tenth step: A 14-day period for appealing the construction permit begins. After the expiration of the term, the construction permit automatically enters into force
